No, thats a long established rumour - they are actually using up stock of their old labels which say "licensed from Sue Records USA" and ther black box is simply overprinting that to cover up that wording.

oNCE HE HAD THIS RECORD, FORGET WHAT IT WAS, and he did the "labels are spotless, pristine, best you'll ever see etc" except you could plainly see initials on the centre, so I pointed this out to him and he said he hadn't noticed it

I honestly don't think the Candian Motown 45's are any rarer than the US ones, only a few years ago you could buy them for $5. Rain is probably easier on decca than it is on US Bell to be honest, always turning up on Ebay.
