Now that you point it out, I think it might be a woman. It's hard with kiddie records because they're always so androgenous and boys sound like girls and girls sound like boys. I always heard it as a boy but I agree it does sort of sound like Jackie Moore. Do you have more evidence it is her, though? It is a carolinas record, did she ever live there? The record says "little jacky" on it, I don't know if that's more of a boy's spelling or girls spelling. Jackie Moore's hit "precious precious" was in 1970 and she had a record on Shout before then. Why would she record a record from later in the 70s on a tiny carolinas label as "little jacky" and spell her name differently?

At least you didn't say that it was the four tops. I swear I saw someone trying to sell it as "rumored to be the four tops." I'm not even willing to entertain that story.

I scanned it for you, it's spelled "Jacky" which is one of the reasons I assumed it was a boy:
