There are two names on the label: Yvonne Stevens & Ralph (something - looks like it could be Woothy / Woolly / Woodly). If you have a liking for the Bizet tune there is a really good rendition by Regina Resnick from a performance in early 60's I think. None of that 70's/modern opera rubbish. No idea if these people are directly connected to the music or not. If you can shed any sort of light on the track - who/where/when/what label or studio - it would be greatly appreciated... So, IF we find out that this recording was made in Detroit, I won't be terribly shocked. But sound can fool you sometimes, and people like Richard Tee in New York, sometimes 'simulated "The Detroit Sound" several times, very successfully.
