He just got back to as I sent him a question and asked him if it had a matrix stamped into the deadwax !

He came back to me with No !

So I presume its a reissue or boot !

Without the matrix number, as well as an H and initials - defo a boot. Also, I see the seller doesn't state the B -side. On the common boot this is "Lets do the Duck". On the original it's "Could it be".

The early 70's Boot (which this appears to be) also had "Could It Be" on the flip.

Lets Do The Duck came out on Stephanye with the same song on the other side.

This one will be like MGM records, with the two arrows (bed) matrix. When the record numbers are printed lower down than the centre line, like this copy, they must have used the same plant that made MGM records. You see some issues with the same lower than centre line number details.
