I always thought of it as a Southern (UK) play, that probably got played down south in the funk clubs at that time. Anyone confirm this?

John ,the more I think of it I must of heard it played out 'cause can't imagine I would have bought a record called 'Mr.Penguin"!! without hearing it at a do somewhere oop north. Cheers Swifty
